Colorado Explains Retail Delivery Fee

Colorado will be rolling out its Retail Delivery Fee on July 1st, 2022. The total fee of $0.27 is comprised of multiple fees that fund infrastructure and pollution mitigation in the state. The new fee will be collected and remitted by the entity that collects sales tax on the transaction. The delivery fee will be reported at the same time as sales tax on the new form DR 1786. An account separate from a business’ sales tax account is required for collection and payment of the new fee. Kansas Opens Door for Autonomous Vehicles

Kansas is working on a legislative measure establishing the state’s legal rules surrounding self-driving vehicles. SB 313, which unfortunately does not have a catchy name as of yet, will create new guidelines and a committee to establish rules as autonomous vehicles become more than a fantastical creation of science-fiction writers. Hidden deep within the text of the bill is a prohibition on future taxation of self-driving vehicles, systems, or networks. The prohibition extends past the state and into cities and counties as well. Among the notable opponents of the bill are the Kansas Teamsters, who say that the bill will pave the way for job losses and dangerous highways. Kansas state legislators will return to their chambers on May 23rd to continue the legislative session. Barring interruption, SB 313 will take effect when it is published into the statute book on July 1st.

 

Going Hunting in Arkansas? Get Ready to Pay Sales Tax

A sales tax assessment was recently issued against a taxpayer who failed to charge sales tax on initiation fees and membership dues that granted access to the taxpayers hunting lands. According to Arkansas state law, the membership dues and initiation fees would qualify as fees for access to amusement, entertainment, athletic, or recreational facilities which would be subject to sales tax.

 

Tiny Home, Tiny Tax Bill

Colorado HB22-1242 adds tiny homes to the list of manufactured homes regulated by the state housing board. This maneuver creates regulations on structural requirements for tiny homes, adds tiny home industry representatives to the housing board, and lays out inspection guidelines. In monetary incentive terms, including tiny homes in the definition of manufactured homes renders them exempt from sales and use tax. Additionally, tiny homes can be claimed as a residential improvement, allowing landowners to lower their residential tax bill on land that holds a tiny home.
