Getting Registered: The First Step to Sales & Use Tax Compliance

What are sales and use tax registrations?

Sales and use tax registrations give a business the legal authority to collect and remit tax. Depending on the state, this registration may be called a sales tax permit, seller’s permit, or Certificate of Authority.

  • Sales tax applies to taxable goods and services sold to customers.
  • Use tax complements sales tax and is a self-assessed tax managed by the business itself. It applies when taxable items are used, stored, or consumed without sales tax being paid at the time of purchase. This frequently occurs in states where businesses manufacture or produce goods, as they must account for tax on raw materials or inventory diverted for internal use. Without proper registration, a business cannot legally collect sales tax from customers or properly remit self-assessed use tax to the state. This gap in compliance—whether it's failing to register or registering too late—can result in penalties, audits, or liabilities that reach back several years.

Types of Registration

  • States with Home-Rule Jurisdictions: Certain states require additional attention due to local-level administration of sales tax. Businesses may be able to register once with the state for state-administered taxes, but additional registrations could be required for specific local jurisdictions that manage their own sales tax. Some jurisdictions may also require separate local business licenses, which are separate from sales tax registrations and should be reviewed independently.
  • States with these types of complexities: Alaska (which has no statewide sales tax but local requirements), as well as Alabama, Arizona, and Louisiana.
