Excise tax is an indirect tax imposed on specific goods, services, or activities — not on general sales like typical sales tax. It applies to products such as gasoline, alcohol, tobacco, soda, airline tickets, and insurance premiums. Unlike sales tax, which appears separately at checkout, excise tax is included in the product price — meaning it’s already been paid by the manufacturer or supplier and passed down to the consumer.
Governments use excise taxes to raise revenue and influence behavior, often targeting products that carry public health, safety, or environmental risks. Depending on the product and jurisdiction, the tax may apply at the time of import, manufacture, sale, or use.
The Hidden Complexity of Excise Tax
Excise tax rules vary across federal, state, and local levels, each with different definitions, rates, and exemptions. Taxes can be based on a percentage of value (ad valorem) or a fixed dollar amount (specific tax).
