Updates to Section 338 Tariffs Offsetting Motor Vehicle Commerce: Additions and Removals to the Scope
On October 23, 2026, the White House issued a proclamation prescribing new additions and removals to the Section 338 Tariffs that the Trump Administration announced on July, 20, 2026 and put into effect August 22. These tariffs, designed “to offset the burden or disadvantage on U.S. commerce from Canada’s discrimination or unreasonable and unequal imposition on U.S. auto and auto parts exports,” target a diverse ray of merchandise imported from Canada (in other words, not just auto parts) with a 50% tariff, and affect the trade community across multiple business sectors.
The newly-announced changes go into effect on Friday, October 30. The White House Proclamation was accompanied by two annexes, I and II, describing the respective removals and additions to the tariffs’ scope. The 22 removals include seaweed, plastic products, plywood and paper products, and packaging machinery. The new additions of subject projects cover a diverse range of merchandise with particular emphasis on textiles.
