Merchandise Processing Fee Update

Per the CSMS #48938836 Message, the US Customs and Border Protection (CBP) will be adjusting certain user fees on October 1, 2021. The minimum merchandise processing fee (MPF) will be increased to $27.75 from $27.23 and the maximum will be raised to $538.40 from $528.33.

MPF is assessed by CPB for most imports into the US on an ad valorem basis, with the percentage being used to calculate MPF remaining at .3464%. MPF will be waived for goods that qualify for certain free trade agreements, such as USMCA. The MPF for entries under $2,500 will be increased to $2.22 from $2.

Some other fees that are changing include the surcharge for manual entries to $3.33. The dutiable mail fee (class code 496) will change to $6.11, and the express consignment carrier/centralized hub facility fee will change to $1.11 per individual waybill/bill of lading.
