Executive Order on Advancing Biotechnology

On September 12, 2022, President Joe Biden adopted a policy to coordinate a “whole-of-government approach to advance biotechnology and biomanufacturing towards innovative solutions in health, climate change, energy, food security, agriculture, supply chain resilience, and national and economic security”.

A secure supply chain for advancing technology is increasingly important as many new industries rely on biotechnology and biomanufacturing.  Strengthening the supply chain will help safeguard the US bioeconomy as “foreign adversaries and strategic competitors alike use legal and illegal means to acquire US data and technology, threatening the US economy and national security”.

Other important objectives of this executive order are to ensure the ethical and responsible uses of biotechnology and to reduce risks associated with advances in biotechnology.

The objectives are to:

  • Grow Domestic Biomanufacturing Capacity. 
  • Expand Market Opportunities for Bio-based Products. 
  • Drive Research and Development (R&D) to Solve Our Greatest Challenges. 
  • Improve Access to Quality Federal Data. 
  • Train a Diverse Skilled Workforce. 
  • Streamline Regulations for Products of Biotechnology. 
  • Advance Biosafety and Biosecurity to Reduce Risk. 
  • Protect the U.S. Biotechnology Ecosystem. 
  • Build a Thriving, Secure Global Bioeconomy with Partners, and Allies.
