Entries Flagged for Reconciliation – Refunds Starting June 29
On June 23, U.S. Customs and Border Protection (CBP) announced new functionality to the Consolidated Administration and Processing of Entries (CAPE) process, effective June 29, 2026.
With this update, CAPE will accept entries (types 01, 02, and 06) that have been flagged for reconciliation when the reconciliation entry (type 09) has not yet been filed. As with Phase 1, eligibility is limited to unliquidated entries and entries within 80 days of liquidation.
CAPE will remove eligible IEEPA duties from the underlying entries before reconciliation is filed, allowing the refund process to be handled independently of reconciliation calculations.
Entries that already have a reconciliation entry on file are not included in this June 29 deployment and will be addressed in a future phase of CAPE development. Importers approaching a reconciliation filing deadline should continue to prioritize timely reconciliation filings.
CBP will provide additional guidance as future CAPE enhancements are implemented.
