CTPAT: July 2022

In July 2022, CBP updated the Customs Trade Partnership Against Terrorism (CTPAT) Handbook to include considerations to combat Forced Labor. Applicants of the CTPAT program shall declare if they have strategies or programs in place to detect y eliminate forced labor within their supply chains.

CBP has doubled down their efforts to prevent importation of goods mined, produced, and manufactured with forced labor in the People’s Republic of China as it continues to advance the Uyghur Forced Labor Prevention Act (UFLPA) entity list.

“The new CTPAT Trade Compliance program is an evolution of the former Importer SelfAssessment (ISA) program. The goal of the program is to increase importer compliance and the flow of legitimate cargo into the United States” - Manuel A. Garza Jr. Director, CTPAT

The CTPAT update highlights and strictly reinforces the following requirements:

  • Internal Guidance Control or Internal Control Points
  • Code of Conduct
  • Implementation Evidence & Risk Assessments
  • Information & Communication: Effective Internal Communications
  • Ongoing Monitoring & Issue Resolution
