COVID-19: Singapore Circuit Breaker Measures on Migrant Worker Dormitories

On April 7th, 2020, Singapore entered a “circuit breaker” period. After implementation, Singapore is starting to see moderation in the number of cases within the community, which has decreased within two weeks of the implementation. However, there is a significant increase in cases among migrant workers in the past two weeks.

The Ministry of Health (MOH) has been predominantly driven by aggressive testing in migrant worker dormitories, reporting high statistics. At 11:59 PM on Tuesday, April 21st, all migrant workers were not allowed in and out of their dormitories, the Health Ministry said. "Employers must continue to work with the dormitory operators to ensure the well-being of the workers in the dormitories, including taking care of their food and other daily needs" Additionally, the new restriction applies to workers of all companies, including those that had obtained an exemption to operate, and the MOH will notify them on when to suspend operations.

The "circuit breaker" period will be extended by four weeks until June 1st. This extension will impact services and shops, including hairdressers, confectioneries. Standalone beverage outlets will also have to close as Singapore imposes stricter measures to bring down the number of coronavirus cases.
