CBP Provides Instructions for Claiming IEEPA Refunds

On April 20th, 2026, via Cargo Systems Messaging Service memorandum, US Customs confirmed the first phase of the Consolidated Administration and Processing of Entries (CAPE) module will be launched on April 20, 2026, and provided training and resources covering:

• Scope and coverage of CAPE and its Phase 1 release
• Instructions for using CAPE and filing CAPE Declarations
• FAQ Resources on IEEPA refunds in particular and ACH refunds in general

Importers should review the steps necessary and resources provided to prepare for the April 20th launch, including ensuring they have active ACE accounts, up-to-date ACH banking information, and by identifying entries eligible for refund to submit through CAPE. The April 20 launch implements Phase 1 of CAPE and opens up refund eligibility for most entries that are unliquidated or not more than 80 days past liquidation date.
