CBP Proposes New Requirements for Low-Value Shipments

U.S. Customs and Border Protection (CBP) has proposed new requirements for informal entries valued at $2,500 or less, including electronic filing, additional data elements, and bonding requirements for certain shipments.

The proposed rule would establish a new electronic entry type, Entry Type 13, for merchandise arriving through international mail. CBP also proposes requiring additional shipment data from carriers and electronic entry filing prior to or upon importation.

These changes address increased compliance risks following the elimination of the de minimis exemption, including violations involving trade laws, product safety, intellectual property, and illicit drugs.

Comments are due December 7, 2026.

Read the proposed rule in the Federal Register.
