Canada Rescinds Digital Services Tax (DST)
On Friday, June 27, 2025, Canada confirmed it would continue with its plans to impose a 3% digital services revenue tax that a firm takes in from Canadian users above $20 million in a calendar year. The tax was to be determined based on revenue earned from:
- Certain digital services that rely on engagement, data, and content contributions of Canadian users, including revenue from –
- Online marketplace services
- Online advertising services
- Social media services
- Certain sales of user data
- Certain sales or licensing of Canadian user data
The non-tariff tax was slated to take effect on Monday, June 30. The tax would be applied retroactively to 2022 and moreover required U.S. companies to pay $2 billion by the end of the month.
In response the DST tax, President Donald J. Trump announced that all discussions on trade with Canada would be shut down immediately. In an effort to promulgate broader trade negotiations with the U.S, Canada rescinded the DST tax just hours before it was to take effect. Canada’s finance ministry issued a statement advising that trade negotiations will resume between the two countries in an effort to settle on a trade agreement by July 21st.
