Amendments to Canada’s General Import Permit No. 83 - Aluminum Products
The CBSA, assisting Global Affairs Canada (GAC) has announced an amendment to the General Import Permit Number 83 (GIP 83). This General Import Permit covers aluminum goods on Canada’s Import Control List (administered under the Export and Import Permits Act [EIPA]).
A General Import Permit allows trade chain partners to import goods on the Import Control List without the need of a specific import permit. Use of the word “specific” in this case means that the item in question requires a shipment-specific permit. These can be applied for through Global Affairs Canada’s New Export Import Control System (NEICS).
General Import Permit Number 83 includes the following goods: unwrought aluminum, aluminum alloys, aluminum bars, rods and profiles, aluminum wire, some aluminum plates, sheets and strip, some aluminum foil, aluminum tubes and pipes, and other articles of aluminum.
The amendments include adding the following information to your submission:
- in the case of goods that contain primary aluminum, the country of largest smelt (CLS) and, if any, the country of second-largest smelt (C2S), and
- the country of most recent cast (CRC) for all goods covered by GIP 83
These new pieces of information must be included in submissions to CBSA via SWI/IID. This ensures that the statistical data will be collected by GAC for their Aluminum Import Monitoring Program. The demand for more information comes from Canadian industry stakeholders as well as requests from the United States. For context, the US is the only country to collect CSC data for import monitoring purposes.
This amendment came into force October 1st, 2026. Please note that these amendments do not apply to CSA importers and they do not apply to cases where the total value for duty of the imported goods is $5,000 or less. Shipments of aluminum products that are classified under tariff item 9813.00.00 or 9814.00.00 (Canadian goods returned) also do not require import permits. Importers should remember that Canada’s aluminum surtaxes remain in effect.
