On August 1st around 1:30 pm, President Donald J. Trump tweeted that List 4 will go into effect beginning September 1st, 2019.
What was originally proposed at 25% will now be implemented at 10%. The push to move forward with implementing list 4 comes at the close of the latest trade talks which took place in China early this week.
As a result of failed promises regarding the large purchase of U.S agricultural goods in addition to the continued sale of Fentanyl, the Trump administration has decided to move forward with the list.
Trade talks are scheduled to continue with the Chinese Government at the beginning of September and will be held in Washington D.C.
Currently, list 4 contains 3,805 full and partial HTSUs subheading and covers essentially all products not already subjected to the additional tariffs. The list includes items such as but not limited to apparel, manufactured textiles, and footwear. The list excludes, however, pharmaceuticals, certain pharmaceutical inputs, rare earth minerals, critical minerals, and certain medical goods.
